This can be a conflict with your security software or firewall. Restart system in safe mode with networking and see if you have the same issue.

for booting in safe mode with networking. turn off the system.

turn on the system and after 3 seconds start tapping f8 key which is in the top of the keyboar.
you will get option of safe mode with networking and select it using keyboard as the issue system mouse wont work.

Once you are on desktop check with the issue. you can try this by booting multiple times in safe mode with networking.

Login to hotmail

Hotmail is a free email service provider operated by Microsoft.
Though Hotmail has existed since the early 1990s, changes made to the service may be preventing Hotmail from loading correctly on your computer.

Clear your Web browser's cookies and then restart your browser.
Enter your Web browser's "Options" utility and delete all cookies, then restart your browser, then try to load Hotmail again.
Cookies are files that store information on your computer.
Your Web browser constantly refers to the information as it loads websites.
If an error has been stored in a cookie, it is possible that this could prevent you from being able to log into Hotmail.
Go directly to the Windows Live website.
Though Hotmail addresses and the service itself still exists, Hotmail has existed under the "Windows Live" banner of products since 2007 with the release of Windows Vista.
If you're attempting to load Hotmail through, your browser may be having a hard time redirecting you to the new site.
Go to the Windows Live website (see Link Below) directly and try to log in there.
Type your user name correctly.
To log into your Hotmail account you are going to need to type your full user name followed by "" into the "Windows Live ID" box on the site.
If you leave out the "" part of your email address, Windows Live will be unable to log you into your Windows Live inbox.
Type your password correctly.
Hotmail account passwords are case sensitive, which means that capital letters are considered different from lowercase letters.
Make sure all letters that should be capitalized in your password are (and those that shouldn't be capitalized aren't), and then click "Sign In" to try to access your Hotmail account again.

On my imac the admin account shows safari fine, however when I add new user accounts, safari is not available. it shows a grey question mark. when I click on it it vanishes. how do I get safari...

Thanks for the clarification.

The best advice I can give is to either reinstall Safari for that user or install a seperate browser such as firefox for this account. The odd thing is that it isnt in the applications folder, because that would imply it doesnt exist, but as you say it works for the administrator?

Try logging on as the user, installing safari or an alternative browser and adding it to the dock for ease of access and let me know how you get on with that. If it doesnt work, I will think of another way to sort your issue :D
