FYI: The pump cleanout is located on the front of the machine, bottom right corner. There are only three screws holding the bottom cover on. It is easy to get to if you prop it up a few inches off the ground. Just thought this would be helpful as I just did this as of 5 min ago. Should take 10 min. or less.

F21 According to Whirlpool:
"This error code indicates that drain times are longer than expected.
Is the drain hose kinked or clogged?
Make sure the drain hose is not kinked or clogged. Straighten the hose for adequate water flow. Remove any blockage from the drain hose, drainpipe or utility sink. Use the U-shaped drain hose form on the drain hose, and secure the drain hose. See the Installation Instructions for details; find them by entering your model number in the search tool below."
"Are you using HE High Efficiency detergent?
Use only HE High Efficiency detergent. Using non-HE detergent, or more than the manufacturer's recommended amount of detergent, can cause excessive suds. The excess suds will slow or stop the removal of water from the washer.
Concentrated detergents labeled 2x and higher will require a small amount of detergent based on load size. Always follow the manufacturer's recommendations."

One hour and 10 minutes is normal for your washer. All front load washers take a long time. They wash a lot better than top loaders. So to answer your question.. yes its normal.

Theres a few things you can do to stop it from walking.
but the best way i know is to use washer anchors.
Whirlpool part# 155P3 $22.95
Im going to assume that you have eaither the wfw8300 or wfw8400
the main differences is the suspention system in them. the 8300 uses a 5 point system that work but really you should only use the washer on solid flooring like concrete. the 8400 uses a 6 point with better shocks.
if you have this washer on a main floor with basment underneith it you might want to check the floor. grab a glass of water when it starts to shake and walk and put it on the floor, if the water is jumping then the floor is the problem.
eaither way the anchor kit i have listed above will stop your issues with it moving and walking.

barry, sounds more like the keypad is stuck or shorted. You can try to do a membrane test by putting it into the service mode. Have the unit on, press and hold the delicates and heavy soil key together until it shows 00 on the display. Then press the wrinkle free key. This will let you test every key on the keypad. You can toggle them off and on and see if they are responding. If they are not responding then you can assume that the keypad is your problem. At repairclinic.com you can order the part you need and if it doesn't solve the problem they will take it back no questions asked. A lot of people are not too fond of these washers because of the many issues they had with them. You would have to weigh the price of the part versus a new washer. The keypad is not hard to install. Just a ribbon that plugs into the board. You may want to try to clean the end of the ribbon with a eraser and see if that fixes the problem. Make sure the unit is unplugged before going in there.
