Sounds as if the head has a valve sticking, Need an overhaul kit that has new paddle valves with screen and injector also. Unplug unit, put into by-pass (3 valves above it) then manually rotate cam to depressurize head and tank, follow kit instructions to overhaul, or you may want to call a plumber.
DROP THE TANK & REMOVE ALL OF THE WATERED DOWN GAS FROM THE TANK.USE DRY GAS IN THE TANK AS WELL & A LOT OF FRESH GAS IN THE FUEL TANK & CLEAN UP THE FUEL SYSTEM ON THE TRUCK ALONG WITH REPLACING THE FUEL FILTER BECAUSE IT'S GOING TO BE FULL OF WATER FROM BEING FLOODED OUT.ALSO DRAIN THE OIL & REPLACE BOTH OIL FILTER & OIL TOO WHILE YOU'RE @ IT.CHECK OVER ALL OF YOUR ELECTRICAL WIRING & OTHER ITEMS THAT ARE ELECTRICAL AS WELL LIKE THE STARTER / ALTERNATOR / PLUG WIRES / SPARK PLUGS / YOUR TRUCK BATTERY AS WELL WILL NEED TO BE CHECKED & REPLACED IF HAS SHORTED OUT.EVEN YOUR EXHAUST SYSTEM WILL NEED TO BE CHECKED & REPLACED IF THERE IS WATER INSIDE IT AS WELL BECAUSE THAT TOO WOULD CAUSE IT STALL OUT IF THERE IS NO AIR FLOW FROM THE ENGINE TO THE TAIL PIPE.ALSO REPLACE THE AIR FILTER AS WELL IN CASE IT IS EITHER CLOGGED OF WATER LOGGED FROM BEING IN DEEP WATER. REMEMBER IF ALL ELSE FAILS TO CORRECT IT YOU NEED TO GET IT TO A REPAIR SHOP FOR A COMPLETE CHECK OUT & ALSO TO GET IT FIXED RIGHT.
Turn off the water at the supply (under the toilet, usually).Flush the tank to remove all water from the tank.Disconnect the supply from the tank.Remove bolt caps or bolt covers from where the toilet bolts to the bathroom floor.Remove bolts from the floor flange. When you lift the toilet up, you'll see a metal or plastic flange. If the toilet has been there for a long time the bolts may not pull out of the flange easily. In this case you may have to use a small hacksaw to cut the bolt below the nut.Put newspaper or an old towel on the floor so you can place the old toilet on it. Lift the toilet off the flange.Take the new bowl (assuming this is a two-piece toilet) and turn it upside down. Position the wax ring on the horn of the outlet. Install new solid brass flange bolts, mount them and position them on the centerline on either side of the outlet.Push the bowl down over the bolts and seal the outlet. The wax will squeeze down and seal.Put the new bolts, washers and bolt caps on. You may have to trim the bolt with a hacksaw.Once the bolts are secure, mount the tank.Make sure the gasket between the tank and toilet is in place. Then position the tank on the bowl. Run bolts through the tank and secure. Don't over tighten (the tank can crack).Hook up the water supply line.Connect the supply to the line on the bottom of the tank.Turn on the water.Let the tank fill.Flush once or twice to make sure the water control is properly adjusted.Put the tank lid on.Enjoy. ford performance chip.
If it is allot of water you will need to pull the tank, if the water is muddy you will need to pull the tank. If it is just a little water you can pump it out by using the in tank electric fuel pump by jumping the fuel pump relay and powering up the pump all the time. If the water has been in the tank very long you may have much more serious problems with parts like injectors being ruined from water deposits and rust. In some cases you can absorb the water by adding a pint of denatured alcohol to the tank, it is available from any hardware store.

Let the system dry for quite a few days before trying to start, otherwise the computer could get ruined. Most water damages the coil packs and crank shaft position sensor. Hopefully water did not go inside your intake manifold and engine. It may not start. The best thing to do is let it thouroughly dry. Have a diagnostic test done to see if any sensors or circuits got ruined.
