You did not say if these power packs are new or if they stopped working.
The humming sound says transformer is working, but terminals have to test 12Volts DC.
If power packs are older and were left plugged in when bulbs were not working, then power packs can go bad.
There are no replacement parts for power packs except trippers.

Why won't my ml44t transformer turn the connected lights on or off?

1) Copy following link for installing and troubleshooting power pack
http://waterheatertimer.org/Malibu-power-pack-stopped-working.html

2) Test outlet for power.
Temporarily run extension cord from another outlet.
Connect wires to terminals a and b ... make sure no insulation is under screw plate.
44 watt power pack will operate 44 watts of low-voltage lights (12Volt).
If 300 watts of lights are installed on line, then lights probably will not light up.

I have a malibu ML 88T low voltage transformer. It was working fine and I saw the manual on/off and turned it, (i should have left it alone). The lights did not come on, so I turned the manual on/off...

You can do it yourself.
Anybody that knows 'hardwired' and observed timer is making humming sound can wire up a timer.
If M88T timer dial is not rotating, but power pack is making humming sound, then that says timer is receiving power but clock motor has gone bad.
There are no replacement clock motors for power packs.
http://waterheatertimer.org/Malibu-power-pack-stopped-working.html

To wire a new timer:
Click circuit breakers until the humming sound turns off.
Turn breaker back on to confirm that humming sound is associated with that breaker.
Buy a tester at local hardware and ask them how to use it.
Tester will give you assurance that power is off when connecting new timer.

Outdoors: put down dry boards to stand on, never stand on bare soil or wet/damp surface, don't touch anything metal and don't hold metal screwdriver in mouth while working on electric circuit. Wear gloves if you want. And don't sweat.
With 120volt circuit, as long as you are not grounded, which means that you are not touching soil, or anything that grounds back to soil, then you will not get electrocuted. You can get shocked only if power is still turned on at circuit breaker, and it will be surprising, but it won't kill you as long as you're not grounded. All electricity goes back into the earth to complete circuit.

Open the box where timer is hardwired.
Use tester on black wire. To confirm power is off.
Typical 120volt circuit: Black wire is Hot and carries voltage. White wire is neutral and completes the circuit back to ground. Bare copper wire is ground and serves as redundant safety.

Old 88T timer will be wired black-to-black, white-to-white, and green-to-bare copper.
Take photo of wiring to avoid confusion. Post photo on flickr and add a comment with link to photo for another pair of eyes on situation.
Cut off end of new timer wire, strip insulation with knife and attach wires same way previous timer was connected.

To install ordinary 120Volt outlet so timer can plug in: Buy outlet from hardware: Black hot wire connects to brass-colored screw, white neutral wire connects to silver-colored screw, bare ground wire connects to green-colored screw.

I have a Model ml 44t, when the temp outside became cooler my timer would not turn on the lights, it would stop rotating at the red post.

-I think your outdoor plug is connected to GFI plug in bathroom or kitchen >>> check reset on GFI.
-Next, plug your hair dryer into same outdoor plug to see if plug has electricity >>> electrical plugs outside wear out quicker, and get loose wires.
-Move timer cord to the other plug
-I don't know if a bit of WD 40 would help or not .... couldn't hurt to spry some on the pins at this point ...UNPLUG timer because WD is very flammable...
-Tips from manual mention checking for burned out bulbs ... I've seen that mentioned other places and don't know if bulb problems shorten life of low-volt transformer inside the box.
-I worked with timers for years, and never seen replacement clocks or transformers for Malibu-type timers
-Timers located outside get damp and dirty ... these things cause small gears inside timers to oxidize and clog so they don't work after a while ... again, a bit of WD-40 might help

Tips copied from manual:
• Make sure power pack is plugged in. Is outlet working?
• Turn manual ON/OFF switch to "ON" or rotate dial so "ON" tripper passes time line indicator.
• Is lamp burned out? Use another lamp to test.
NOTE: This lighting system is designed to last many years under normal conditions. However, lamps eventually burn out and operating with one lamp out can shorten the life of the others. IT IS IMPORTANT TO REPLACE BURNED OUT LAMPS PROMPTLY.
Conditions beyond your control such as abnormally high household voltage due to poor utility voltage regulation will also affect lamp life.

The timer has 1 year warranty.
