The process is called "Registering."

From another fixya post:

1. Make sure to charge the handset battery pack at least 12 hours.
2. Using the soft keys on the base located below the base screen, press MENU.
3. Use the up or down arrow keys to select DISPLAY BASE ID.
4. Press OK. The base screen will display the 15-digit Base ID
code for about 30 seconds, then the unit returns to the idle
screen. Write down the Base ID code on a piece of paper.
5. At the cordless handset, use the soft key to select NEW.
6. Enter the 15-digit Base ID code using the number keypad.
7. Use the soft key to select OK. The screen displays PLEASE
WAIT!.
8. After about 45 seconds, the screen displays FOUND BASE. If the handset displays BASE BUSY TRY LATER, the base is in
use.

If all of your handset addresses have been "used up" you may need to do a factory reset and re-register All of your handsets.
Go to for instructions to do a factory resethttp://ostermiller.org/vtech_deregister_...

This procedure works on the 5831, and 5870 (and possibly the 5840)

Remove the spare battery (if any) and handsets from the base station.
Navigate in the menus to the "base settings". Your screen should say "ringer volume, ringer melody, keypad tone, tone/pulse, ..."
Punch in the reset code (including the stars): **335782
Wait for the phone to restart itself (about 5 seconds).
    Re-register all of your handsets.

Deregister AT&T SL82118 handset

The following is for the model ATT 5830.

Enter the following sequence on the base station including the * symbols.
**335782

This will deregister all handsets associated with that base station. Handsets can then be added back into the system by entering the base station ID into the handsets one by one. The base station ID is on the bottom of the base station itself.

At&t 3358 base speaker is not working

You may need to set the main handset to synchronize with the base unit plugged into the telephone wall jack and assign special configuration numbers to the other handsets in order to properly identify each one within a specified location. One handset left in the turned on mode may make it impossible to place calls with the any of the other handsets. This will continue until either the battery dies or fails on the handset or the phone is switched off and replaced in its charger for charging again. Synchronize the main handset by pressing the MENU button on the handset, then pressing the down button IN order to select the number you wish to assign to that handset. Repeating this process if you have already done so will greatly decrease the level of errors experienced with phones.

D51A PD IS DISPLAYED ON MY ATT E2562 HANDSET. ANY

My E2562 handset 1 would not detect base and displayed D51A PD whenever I tried to manually register it. This fixed it:
1. Remove battery from handset.
2. Unplug base and unplug phone connection(s). Wait 30 seconds.
3. Plug in base.
4. Plug in phone connection(s) to base.
5. Put battery back in handset. Handset 1 should then auto register with base.
