Question about Heating & Cooling

I am not having a problem with my portable air conditioner unit but I do have a question about the unit having a heating fan. What would a heating fan be used for in a Air Condtiioning unit with Humidifier?

To defrost the heat exchanger in between cooling cycles. As it air conditions, it pulls moisture out of the air, and causes a layer of frost to form on the heat exchanger. Some units just let this frost melt off. But if it doesn't completely melt, it can start to form an unmeltable glacier. Since your unit in a dehumidifier model, it probably relies on the heater fan to ensure that you don't get an ice-up on the exchanger.

Is my portable lg air conditioner suppose to be blowing hot air out of the back

YES
it works the same as any air conditioner where if you go outside and place your hand at the fan then it will be blowing hot air
In the instructions it should say place the rear near an open door or window or use the hoses to move the hot air out of the room
air conditioner units are basic heat transfer units where they take the heat out of the room and transfer it to the outside and in the process remove the moisture from the air in the room which i turn makes it more comfortable

Why is my appartment getting cooler ???

An air conditioner really just moves heat from one place to another. Normally there is an inside unit and an outside unit, or in the case of a window unit, half is inside the room and half outside the window. In either case, it takes the heat from in the room and moves it outside. This portable unit apparently takes the heat from one room and dumps it into another. There is no magic heat elimination - it has to go somewhere.

Ac exhaust fan

Yes for dehumidifier, no for heat mode. In dehumidifier mode all the unit does is takes air in, runs it through the evaporator (cold) coil and the back through the condenser (warm) coil discharging dry, slightly warmer air back into the room. In heating mode however if you don't vent the exhaust there will be no heat produced. Warm air will come out the top but cold air will also come out the exhaust (essentially, in heating mode all it does is operates as an air conditioner in reverse. Hope this helps.

Using as heater and unit is blowing cold air

A heat pump is an air conditioner that reverses its refrigerant flow. In the cooling mode, the evaporator is cold to the room and its condenser is hot. In the heating mode, a valve reverses the refrigerant flow and makes the evaporator warm and the condenser cold.

I had the same problem, you have to empty the water pan in the rear of the unit. In the heat mode it will NOT evaporate the water like in the air conditioner mode. If you use it a lot in the heat mode and have a lot of moisture in the house you will have to modify the water outlet to have it constantly draining in a pan or out of the house.

When we turn on our split AC, outside unit is not turning ON

The blinking light is because the unit is waiting for the outdoor unit to come on. If in heating mode, the indoor fan will not run before enough pressure and therefore heat has built up. You should check that the indoor air return sensor is not faulty and therefore preventing the outdoor unit from coming on.
