Sounds like a virus to me, download and install the trail version of HitMan Pro and run it, here is a link to the download:

http://download.cnet.com/Hitman-Pro-3-32-bit/3000-2239_4-10895604.html

This should snuff out any viruses working in the background on your laptop...reboot and see if that has solved the issue, if not, try entering your recovery partition, while booting the laptop up hold ALT+F11 or ALT +F10 this should let you in to be able to recover and repair Windows.

Hope this helps

I am missing some files and can not uninstall program to reinstall. I go to add and remove programs. I am trying to reinstall the program but it tells me I already have installed it

Try going to the program's directory and run the uninstall from there. Your program is likely at c:\program files\<program> where <program> is the name of the program or the manufacturer of the program. Try executing the file 'uninstall'. It might do better.
If it doesn't work any better than add/remove programs, you may have to become a bit more creative.

How to Uninstall Unwanted Programs?

As we know that it?s more difficult to uninstall programs than installing them. It?s observed that programs always leave their update folder or some DLL files. Some programs even leave their registry values in system registry. That?s why these programs still pop up after being uninstalled and strange DLL errors appear. Control panel is the most common method to uninstall a program. But it can?t completely remove all components of a program.

Users sometimes want to uninstall and reinstall a program, but there will be a pop up saying that program has been installed and our users can?t find it. Some users want to change their anti-virus or anti-spyware and uninstall them thru control panel. When they install another anti-virus or anti-spyware, there is another pop up saying their previous anti-virus or anti-spyware is still there, please uninstall it first.

In the above cases, users can?t find the uninstalled programs nor install the new ones. When users uninstall programs with Perfect Uninstaller, it will uninstall the program and scan the registry for the left over entries as well as drivers for the left over files. These three steps ensures a complete...

How do you uninstall a program from a palm treo 750?

You need activesync
http://www.microsoft.com/windowsmobile/en-us/downloads/microsoft/activesync-download.mspx

ActiveSync’s Tools >Add/Remove Programs screen lists all the programs that have been installed on your device. To uninstall a program, uncheck the box next to it and click on OK. To reinstall a program, click on the empty box next to it and click on OK. Do not click on the Remove button. Here's how to do it: If you used ActiveSync to install a third-party program to your Windows Mobile device, you can uninstall the program quickly from your PC.
  1. Make sure your Windows Mobile device is connected to your PC and ActiveSync is running.
  2. From the PC’s ActiveSync Window, click on Tools >Add/Remove Programs. This opens the “Add/Remove Programs” dialog box, which displays a list of third-party programs you have installed on your device.
  3. To uninstall any of the checked programs, click on the box to uncheck it and hit OK—ActiveSync will do the rest.

Reinstalling programs you’ve uninstalled Once you’ve installed a program using ActiveSync, the necessary installation files are saved on your PC. If you uninstall the program as described above, you can use the Add/Remove Programs menu to reinstall it at a later time. Uninstalled programs appear in the Add/Remove Programs list as items with unchecked boxes. To reinstall it, click on the check box next to it and hit OK. ActiveSync will reinstall the program automatically. Note that files in CAB format can be downloaded directly to a device and installed, so they will not appear in the Add/Remove Programs list. In addition, some freeware programs are installed by using ActiveSync’s Explorer to copy the program file to your device. Those also do not appear in the Add/Remove list. WARNING: Do not click on the “Remove” button at the bottom of the Add/Remove Programs screen unless you never again plan on using the program. This completely removes the necessary installation files from your PC and you won’t be able to reinstall the program by checking the box.

I have deleted programs on my hard drive that are

Have you tried installing CCleaner and running it. There is a tool in CCleaner that will allow you to scan for errors. This should help you get rid of leftover files left behind from uninstalled programs.

How do I reinstall Sonic Update Manager? I uninstalled some things trying to make my computer faster, & may have accidentally uninstalled this, a little box pops up every time I turn on the computer.

What I would recommend to you at this point is to go to your system restore and restore to the point before you made these changes. Go to your windows back up and always make a back up before you make changes. The biggest problem with programs today is that when you install them the associate themselves to other programs in your registry. What program are you using to uninstall them. Make sure you use a program and do not uninstall programs by files. Let me know if this helps or if I can help you further.

I have a windows xp and i just baught a hp officejet j3600 printer and i can not install the printer

If you plug in the printer before you installed the software it may be the problem. Uninstall the software and then unplug the printer and then re-install the software and only plug in the printer when asked to do so. Here is instructions from the manual.
Uninstall and reinstall the software
If your installation is incomplete, or if you connected the USB cable to the computer before
prompted by the software installation screen, you might need to uninstall and then
reinstall the software. Do not simply delete the device application files from your
computer. Make sure to remove them properly using the uninstall utility provided when
you installed the software that came with the device.
There are three methods to uninstall the software on a Windows computer, and one
method to uninstall on a Macintosh computer.
To uninstall from a Windows computer, method 1
1. Disconnect the device from your computer. Do not connect it to your computer until
after you have reinstalled the software.
2. Press the Power button to turn off the device.
3. On the Windows taskbar, click Start, select Programs or All Programs, select HP,
select Officejet J3500/J3600 Series, and then click Uninstall.
4. Follow the onscreen instructions.
5. If you are asked whether you would like to remove shared files, click No.
Other programs that use these files might not work properly if the files are deleted.
6. Restart your computer.
7. To reinstall the software, insert the device Starter CD into your computer's CD-ROM
drive, follow the onscreen instructions, and also see Install the software before
connecting the device (recommended).

When trying to open adobe reader 8.1.1 get following message: patch package could not be opened. verify that the patch package exists and that you can access it, or contact the application vendor to verify...

it sounds like the application that is needed to uninstall the version 8 is corrupted or missing. Try reinstalling version 8 first then uninstall it before loading version 9. If you can reinstall version 8 and it asks you if you want to repair or install, choose install to get all of the files back before uninstalling it again. Always uninstall from add/remove programs. If deleting it from program files instead of uninstalling it correctly it will cause problems.

Adobe Acrobat 8 does not integrate with MS Office 2007 programs

Then do a search for 'all files and folders' - search for both Acrobat 6.0 and then Acrobat 7.0, with the options "Search system folders", "Search hidden files and folders" and "Search subfolders" checked. Delete all of those related files found.
You should do this search and delete whenever you uninstall any programs. It will remove lots and lots of leftover junk files and corrupted files taking up room on your hard drive. It will also give you a "clean install" when you reinstall or install an updated program. (Do this ESPECIALLY when updating to a NEW anti-virus programs and “Internet Security Suite” programs such as McAfee or Norton etc.)

Download and install "Registry Mechanic" then do the updates prior to running it and removing anything for the first time. This will get rid of all your current Registry errors, prior to installing or reinstalling.

CLEAN INSTALL needed here.
Try uninstalling again, but this time after the uninstall, shut down completely for at least 30 seconds, and then restart.
Then do a search for 'all files and folders' - search for both Spysweeper and then Webroot, with the options "Search system folders", "Search hidden files and folders" and "Search subfolders" checked. Delete all of those files found.
