-To verify that the firewall is the culprit, try to turn off the firewall temporarily. In windows firewall, go to start, control panel, look for windows firewall then click on it, on the upper left pane, click on turn windows firewall on or off.
-If you have any other security software, look for it's own firewall setting then turn it off.
