You could post the motor model number and that would help a lot, you need to check for spark at the plug, this in most likely not a valve or piston issue, the timing is off or the magneto gap is too big.
Most gaps on the plugs are approximately ..020 to 030 for all Briggs motors.
Most plugs are pre-gapped when you purchase them.

should be a drian plug on the bottom of the mower engine, just drain and tighten up the plug and refill. they usually hold about 16 to 20 ounces of oil. Go buy briggs and stration oil at walmart or kmart just the right amount
