Welcome to Fixya. Reboot Disk or Recovery Disk is provided by Compaq when you purchase the computer however if don't have the copy of the disk you can still create a recovery disk by following the instruction on the link below provided that you can still boot from your computer. If not then you still have an option to use the HP Recovery Manager.
To determine if the HP Recovery Manager is operational, press the power switch to turn on the computer, and then repeatedly press F11 during the startup. If the Recovery Manager is operational, the computer will display a prompt to either (1) recover the operating system from files stored on the recovery partition, or (2) create a set of recovery discs which does not require the purchase of a replacement recovery disc.
You can also check the link below on How to Create a Recovery Disk or Ordering a Recovery Disk.

Pc is in safe mode reboot don't work can't restore either

I'm going to assume that you're running a Windows operating system. If you have the original disks you may be able to repair your operating system. If I remember correctly windows does offer this option when you insert the installation disc. If you do not have the original disc then you may have to obtain a copy from a friend. Otherwise the only other option that I can see is reinstalling your operating system from scratch. I hope this is of some help.

Sometimes laptops are supplied with CD/DVD discs which perform this task when inserted in the CD/DVDROM drive and reboot. If you don't have these you will need to obtain a windows operating system disk for your licensed OS (ebay generally will have these), plus you will have to download the motherboard drivers from the laptop manufacturer website, installing these after running the OS disk from boot. Good Luck.

I cant reboot my dell inspiron530s to the factory settings? i ve try every thing,Ctrl+F11 and it wont work

Many manufacturer's (especially Dell) have a habit of creating a hidden partition on your local drive which holds everything you need to put your computer back to day zero. Access to this is acheived either through a combination of key presses (this will show up when booting the computer as a message stating "press xx to repair your computer") or through the original cd/dvd rom that came with your new system.
You can obtain the original discs through dell from their website. You can obtain information and help through the dell forums.

If recovery disks do not work you are SOL Hp will not help you if your unit is past warranty - they will refer you to forum or suggest you get another computer - an HP of course!

Basically you will have to obtain the OS disks for the system of your choice that is compatible with your unit., load it and get the drivers from HP site.

Looks like your recovery cd is corrupted. You must obtain a copy of Ms Windows cd and install it using the license from the back of your laptop. If that doesn't work either its a hardware related (hdd) problem.
