If you mean the part of the lid that wobbles, well this pulls off to clean. Make a note of which way the centre rubber part sits as putting it on back to front will cause problems.

Where do i add the water

A rice cooker is designed to heat the water to steam, infusing the rice (or vegetables) with moisture, and removing the excess water by evaporation. Your rice cooker may or may not have come with a steam tray (used to keep the items you want to steam out of the water, but still allow them to heat via the steam). It most likely did come with a deep bowl with a non-stick coating. This is where you pour the rice and the water. Make sure to put the lid on and turn it on when all ingredients are inside the nonstick bowl. Place the bowl inside the electric burner (or the cooker). I would add a little bit of oil to the water to improve texture and stickiness.

There are lines on the inside of the inner pot that show how much rice and water to put in. It is roughly 1 cup of rice and 2 cups of water. Put this inside the lower pot, put a cup or two of water in the lower pot and get it boiling, then turn it down with just enough heat to keep the water boiling. Just make sure the water doesn't boil away. The rice will be done in about 45 mins. The nice thing about this cooker is that you can't really overcook the rice. It will keep it warm and ready to serve for some time.

Does steam tray/lid go on top or bottom of rice cooker?

The steam tray as you call it goes on the inside bottom of the cooker. It's purpose is to keep the cooking rice separated from the heating element during the steaming process. The basic measurement is 2 parts water to 1 part rice. Add a quarter cup more water for brown rice. The automatic shut-off won't turn off until the water is gone. It's magic! Cleaning; soak the cook pot and perforated plate to remove rice goo DO NOT USE STEEL WOOL PADS or abrasive cleanser. I use a nylon dish cleaning brush to remove the stuck on brown material.

BOILS OVER

HELLO THERE
I think that you might need to refer to the users manual on the operation of this rice cooker some cookers need to be shut off after a certain time to allow for the steam to cook the rice the rest of the way some may need less water some need more depends on the type of rice that makes a big difference ok?

Need directions for Comet stove top rice cooker

Fill the bottom to the line with water. Put two cups of rice in the top and two cups of water. Put on stove top on high until lower water is boiling, turn to medium heat. For white rice check after about 20 minutes, if water is assorbed and rice is tender, fluff with a fork...eat. If it needs a few more minutes of cooking, no problem.
Brown rice will take about 45 minutes.
I have used my stove top cooker for at least 35 years...ordered it with box top and some money from Comet Rice.
