My frontal USB port won't work?

If this item is still under warranty return it, or try a system restore before this happened, not possible! Do a complete recovery of the operational system, if this fails to activate the front usb ports it indicates a hardware issue.

It is referring to the USB ports on the back of your computer near where your keyboard plugs in. The front ones must be USB 1.1 which will cause this error.

One USB port outlet of my laptop is not working.

Interestingly some USB ports can not power all accessories that are plugged in to it. Try another port, if that works you're still in business. I believe that unit has at least 4 ports to use.

HP Pavilion dv9000 usb ports stopped working

With what you've tried, more than likely the USB ports are bad on your laptops motherboard. You need to contact a HP repair center and send it in. Hopefullu it is still under warranty. Here is the support website.
