Sounds like the element is bad. It is replacable and available online at several places, I have one like yours and that is what I did, its easy to do and will get you ticking in no time
If there is no special winder for clock hands at the back of clock movement, you have to adjust time by lifting the dome and moving hands by finger. Move MINUTE HAND ONLY clockwise until the desired time is set. In no circumstance touch hour hand.
