Question about Toshiba SD-3990 DVD Player
Check the spindle motor (this is under the disc table - which the centre of the disc sits on). If it measures open-circuit, it is faulty and not economical to replace, or (in rare cases) the voltage rail to it is short-circuit (it is more likely to be the motor itself which has failed).
If it is simply siezed, carefully lubricate its bearing (the base of its shaft just under the disc table) with some RP-7 or WD-40 spray (available in most auto shops) or CRC electronic switch lubricant (this is also a spray like WD-40 but also cleans contacts as well as lubricates), while gently rotating (edge of) the disc table in both directions. Don't get dirt and grease on the top of this - or it will transfer to discs.
Don't use too much of the above spray cleaners. A little bit is all that is required. It may or may not fix your problem. ONLY do this if your player is not under warranty; otherwise submit it to an authorised service centre and get them to quote for any replacement parts and labour involved, then decide if it worth repairing or cheaper to buy another player - up to you.
You should only consider replacing the whole unit as a last resort when you have exhausted all other possible options.
