Make sure that the piston on the bottom of the smart mix valve is in the water only position.(needs be be on the knob and not sitting in the hole). With the top off, it is easier if you have a block of wood or something under the base to hold it up. Other wise it drops down and the screws can't grap the base. Also make sure all hoses aren't being pinched.

I have a bissell pro heat carpet cleaner. It is model 25a3 and about 1 year old. no water comes out when I press the trigger to clean the floor. The tools attachment works fine, any ideas?

If you are getting water from the tool. But not at the floor the most likely problem is the heater is clogged with coagulated soap or minerals. You will need to separate the upper handle to get to the heater. Insure the machine is unplugged. Remove the cover from the heater making sure you don't lose the little gaskets on each screw. Clean the channels inside the heater and put the cover back on. Be aware of how you are Taking it apart so you will know how to reassemble it.

Water comes out the accessory hose but not the floor cleaner

I had the same problem and the heater ports were clogged. I took apart the top unit and cleaned the ports with miniature bottle brushes used to clean spray painting equipment (purchased at Harbor Freight for $4). Reassembled and the unit worked fine.

Does the cleaner solution go in small tank. Should the little tube be down in solution?

Above is a link to bissell.com where you can get the full user manual. But to answer your questions, the cleaning solution does go into the small tank with the tube, the tube should be arched and go to the bottom corner of the small tank. Clean hot (not boiling) tap water goes into the inner bladder of the big tank. Fill it till you can see the water near the top.

If it is completely dead, then either a bad cord, switch, motor, or a broken connection, it will have to be taken apart to find the problem.

I FIGURED IT OUT!!!!YAY.
the piston comes out easily with a pair of plyers.hold the cover on your lap upside down, smart mix knob closest to you, there is a slot for the piston to fit in to, turn the knob slightly (about 1/2") you will see that you can lift the knob slightly out of the way then you can slide the piston into place. leave the knob at that position to hold the piston and slowly put the cover back in place. if the piston goes in,just before you put the cover all the way down turn the knob back to water only.if everything is in place, PUT THE SCREWS IN!!!! hope this helps.

BISSELPRO HEAT CARPET CLEANER

With the top part of the handle off, lay the handle back and at the top in the middle, there is a catch, just push it in to release it and the front of the handle will come off.
