Sorry to say, but it sounds like a hardware problem to me. Mice, both optical and wheel, do go back and need to be replaced at times. If you have removed the optical mouse from the USB port, in an attempt to reset the mouse device, restarted your computer to reset the mouse connections and still have the same problem, you may need a new optical mouse. They are pretty inexpensive on www.ebay.com.
