Well depending on what browser you are using java maybe disabled.. also if you are on a public computer you will not be able to download java due to restrictions .. but if its your personal computer you should be able to go to another browser and update or install new java... click the button that says upgrade required and you should not have a problem with upgrade unless you have firewalls up .. check your computer settings and try doing the update again...
