If you are logged on with a limited account or with a guest account you will have problems. Also make sure you are not locked out with Windows Steady State running. To solve your issue first make sure you are signed in as the Admin or an Admin. You will experience some problems with these machines because they use something called User Account Control, something HP put in to annoy everyone and prevent users from making critical mistakes when downloading software. You can Turn this off by going to control panel, then to users, and you will see a checkbox there to uncheck under disable UAC. once you do that it may prompt you to restart. thats fine. do that and you will get the machine booted back up. then from there it will pop a little box in the right hand corner of your screen that says your Security Settings have been changed, blah blah blah... just ignore it. Its standard to pop up and tell you that... Then see if you can run your disk or download your items.
When UAC is on you may have to right click your disk or program and select to RUN as Administrator, which will be an option when UAC is activated.

Why would you want to do that? You would lose control of your pc. Best thing to do is keep an admin account in case you need to add software, or adjust anything, and create a user account to operate from. It's much easier to hack a computer if the user is operating from an admin account. If you're a user, you don't have admin privileges the hacker can use.

The Windows administrator or users password can be removed or changed with the Hiren's boot CD - Click on one of these link to download. http://www.hirensbootcd.net/orhttp://184.108.40.206/ Use a computer that has Internet access and download and burn onto a CD. Then boot-up this CD in your computer and select password removal and follow the instructions.
If your particular model of HP has the bluetooth installed from the factory, turning on the wireless switch on the front left edge of the laptop enables the bluetooth, as well as the wireless LAN. A bluetooth icon should appear in your taskbar, near the clock, when bluetooth is turned on. Most of the cheaper versions of the DV6000 series do not come with the bluetooth module installed. The module can be ordered from HP Parts and installed by the end user, if they have a little computer know how. You would then download and install the bluetooth software pack that is available on HP's support website.
