Question about Dell (T9499) 500 GB Hard Drive
Hard drives usually have what is called a SMART system. No idea what it stands for. Basically, it's something that tests the hard drive every now and then. When it fails the test, it's time to replace the drive. There's no way to actually repair a hard drive, short of paying upwards of $2000 to have the mechanism replaced around the actual platters. Replace the hard drive with any 500gb sata model.
Then when you've done that, run the system recovery discs that Dell should have provided to you to use your computer again.
