One possibility is that it may have dying power supply which may be putting out unstable DC which can cause a lot of strange symptoms.
See pictures here:

Bad caps are real common problems in all brands of the monitors as you can see in my albums.
Westinghouse monitors are cheaply made to start with.

I use thin flat blade to crack it open at the bottom edge and then lay ut fase down and pull back on the cover to snap it open:

The metal box where the power supply is taped down with aluminum tape, you need to make the location of the box so you can tape it back down, otherwise you may not be able to put the cover back on, like I said, it is really cheaply made and they try to save money by not using screws!

Thanks very much for your help and I want to tell you that the problem with my monitor is done.
I replaced the caps and my monitor is working without the problem.

I changed the all caps from converter board. I used the same uf valor but with more voltage on each cap.
And the best, I expended just $6.
Again, Thanks very much for your help and have a great day

Have the L1916HW monitor and it has started popping up the menu screen randomly, and as of today it has turned itself off twice.

today is our locky day!! I found the answer, please take a look on this web L1916HW/?action=view ****************************************************** How-To Repair a Desktop LCD with Bad Capacitors January 17, 2008 By Jeremy Brock
Desktop LCD monitors fail for a variety of reasons, the most common being bad electrolytic capacitors. If you are willing to invest the time you can fix your LCD for a few dollars in parts. For this demonstration I'm using an IBM ThinkVision 6636-AB1 however the same techniques apply to most desktop LCD Monitors.

Hello i have a 19'' white westinghouse lcd computer monitor and it all white, is there anything i can do, i have already checked the green board and capacitators and what not and eveything tested fine, is...

chapp29, You didn't tell me the brand name of the electrolytic filter capacitors that are on your monitors "switch-mode-power-supply / cold-cathode-fluorescent-lamp-ballast" circuit board. How did you measure (check) the capacitors? Are any of the rubber seals pushed out of the bottom of any capacitors? What is the "date of manufacture" of this unit? Will L1916HW work connected to a different "known-good" pc? Will "known-good" monitor work ok when connected to your pc? 12fixlouie

The monitor turns on briefly humms and then turns off. Any ideas? Westinghouse L1916hw

Sounds like a bad inverter. Does the screen still show that the power is on? If so, then shine a bright light at it. If you can still see the image, then you have your answer.
