When the cpu sends the engine into limp mode it has found a sensor that is outside the set parameters. . Next point is that unless you replaced all sensors with OEM equipment or the cpu with a genuine OEM cpu then it is possible that the parameters of the sensors are not properly recognised by the cpu. If it happens at running temperature. Then I would be suspicious of an temperature sensor (water-ambient - oil etc) that is set at parameters limit. It does not necessarily mean that a fault code will be stored but it may be tipping the cpu into limp mode. Checking all connectors for a loose/broken wire in the connector may be a place to start.

Is there only 20 levels I hit level 20 before I found dad and now my EXP points bar says MAX.


Yes there are only 20 levels until you download one of the dlc's (I forget which one but I think it was point lookout).

Motherboard not functioning


If the power supply had a problem then it is likely that the motherboard and/or the CPU got damage from that. I would check the 12V and the 3.3V lines from the PSU.

Without more information I cannot say specifically what the problem is. You can try disconnecting everything from the motherboard except video card, CPU, and RAM to see if it would work that way. If it does then you can start connecting devices until it does not work any more then you have found the problem. If that does not work at all then unplug the video card and RAM see if anything changes (you should get a beep code without the video or RAM). If nothing changes then either the CPU or motherboard is bad and the only way that I know of to find out which one is to either try the CPU in another motherboard or try a different CPU in that motherboard.
