This sounds like either your motherboard or power supply is shot, if it is still under warranty you can get HP to send you a new power supply or send your PC back to them and they should fix it for you. You can check your warranty status online on HP's website here. Hope this helps.
You cannot directly link a Windows 98 computer to another computer via USB(without special hardware). The easiest way to do what you are trying to accomplish would be to hook both computers up to a router and share files over a network.
first you connect the wire from the wall into the wan port in the back of your dsl modem. next you connect the outsource wire from your dsl modem into the wan port on your router. next put another rj45 wire into the number one port in the back of your router and the other to your computer. put another wire into number 2 and then to your xbox. everything need to be unplugged while you are hooking it up. once done power cycle...meaning plug up the dsl and wait for the lights to stay lit. then the router. the start your computer. if you want to go wireless just get a usb wireless network adaptor and there you are
If you don't see a phone jack on the back of the computer, it means that you do not have a dial-up modem in the unit.
A DSL line is installed with the cable modem supplied by the DSL company, ie: Bellsouth, AT&T. It connects to your computer via the network port.
The DSL provider supplies the modem and the filters that you need to install on your phone outlets.

OK Win98 doesn't play well with USB, when Win98 came out USB was very new, and NOT supported properly untill Win98SE... and even then it is a pain and real problematical. I would suggest you get a Ethernet connected DSL modem.. Else ya gonna have no end of problems regardless of what ya do including "Flashing" I think that model PC has Ethernet built in? otherwise get a PCI Ethernet Card and use that instead of USB.. ya be good to go. I would also upgrade if possible to Win98SE PLUS install ALL Updates there are still Win98 suport on the net, simply Google for it.. good Luck.
