How can I have a hi-speed USB host controller for USB Mass Storage Device that my compaq E500 needs for maximum performance ?

Your computer supports USB1, it is highly unlikely there is a BIOS upgrade for high speed USB2 and USB3 support.
The only alternative is to install an USB 3 PCI card into your computer's PCI expansion slot.
Check out these cards from this WEB site.

Usb 2 card is only working at low speed after reinstalling windows xp. How can I get it to go to high speed? NEC 4 Port USB 2.0 PCI Controller Card

Make sure that you have the proper driver installed for your USB interface. Your motherboard should have come with a CD, or you can go to the motherboard manufacturers website and download the latest chipset drivers.

Once they are downloaded, install them and re-start your PC. Windows XP will then recognize a whole set of new components and allow your card to run at higher speeds.

You are looking for the PCI Bridge driver in particular, but I would recommend installing ALL the drivers that are available from the motherboard manufacturer.
