Kaspersky tech support provided me with instructions for adding the CEC_Main.exe to the trusted applications list. However, when re-booting, the pc still produced adverse feedback pop-ups, i.e., "The application failed to initialize properly(Oxc0000142). Click OK to terminate the application." and "CEC_Main has stopped working..."
So, I went back to Toshiba's website and temporarily saved to My Desktop a copy of their camera assistant application, util_camera_26033.exe. I also re-opened Kaspersky > Settings > Threats & Exclusions > Trusted Zones > Objects > Add+ > and then I manually typed in
"C:\Program Files\Camera Assistant Software for Toshiba\CEC_MAIN.exe" (without the quotation marks) to the exclusion rules, to allow CEC_Main.exe to be a trusted application. Then I reinstalled the camera assistance application software using the repair option on the installation walk-through, then re-booted the pc.
Voila! No more errors :)
Still, if you are not currently using your laptop's webcam and you are concerned about tweaking your anti-virus program, you could probably just uninstall the (Chicony) Camera Assistant Software to avoid seeing the error pop-up.

This is what I know about this issue. I'm guessing you have a built in camera and anti virus program installed on your laptop. What you will have to do is to uninstall the driver for the camera, and disable your anti virus for a while. then you can reinstall your camera and it should work.
If you need further assistance with the procedure, let me know and I will help you with detailed instrucations. I will need to know what anti virus you have and which windows you have installed
