You don't want to tighten them down just turn them in until the are just snug and then turn them out.
Start with the low at 2 full turns out and the high at about 1 full turn out. Start the saw and let it idle adjust the low idle to where it runs smooth. Adjust the high until the saw runs as much rpm as you can get at w.o.t. (Wide Open Throttle).

There is two sizes of line. I see the large one goes to the large port on the primer button and then to the fuel tank. The small one goes from the primer button to the carb. The problem is there are two hose connections on the carb. I believe one is a vent, but I am not sure what one it is. I have a 36cc 2-cycle model 358.352161

Your saw at Craftsman
I think this is what you have except yours says Craftsman. A Poulan Pro 4218AVX. Please compare this with your saw pay attention to the “Handle, Chassis and Bar Assembly” print.
I think what you want is a Poulan Pro 4218AVHD (Gas Saw Type 2). Again please compare this with your saw pay attention to the “Handle, Chassis and Bar Assembly” print. Craftsman does not seem to offer this change and the color may be different. You may also need bar nuts and a different scrench. I will list all for a “Type 2” model. Clutch cover part numbers for the “Type 1” and “Type 2” are the same. There may be differences in other parts and I make no claim of applicability beyond what I have listed.
New parts follow:
Clutch cover item 44, pn 545012203, $9.50
Bar Nuts (2) item 43, pn 530015917,$0.59 each
Scrench “Engine Assembly” print item 44, pn 530031135, $9.75
What is above is for the tried and true bar adjustment system. If you wish to use the system currently on your saw find the clutch cover on the 4218AVX IPL. Clutch covers from either example will most likely be a different color than what is currently on your saw.
