Question about Toshiba Televison & Video
from your description is about the shorted LOT. LOT or Line Output Transformer, is a stepup transformer, looks like a black cylindrical mass from which normally three wires comes out and one amoung them will be fitted to the top of the picture tube, and the other two's will be connected to it base card. if this transofrmer shorts, there will be no power light and no picture or sound. It is a main and crictcial component in your TV. It can be replaced. But should be replaced with same type and number. you must open your Tv to resolder it out from the circuit board and to solder a new one in place. You must have a concept of soldering and some knowledge in electronics. along with LOY the horizontal output transistor also must be replaced. it is small component with three terminals, can be lcoated very near to the above said LOT, screwed on to a metal heatsink. Jusr replace this transistor first before replacing the LOT. In rare cases, if this transistor gets a leak , the problem you described here will arise. So first buy and replace the transistor. After replacing it, just switch on your TV for a short time, say 10 seconds or so, switch it off and feel if the replaced transistor overheats or not. it may get slight warm, but should not overheat. if overheats, it is clear that LOT has got damaged, and should be replaced. OK.
