As you stated that you have purchased HTC HD2 from UAE it is obvious
that Windows have recommended a separate OS for Arab countries with
Arabic as default language and hence the default apps will always be
displayed in Arabic language. To get rid of this I would like to suggest
that you should check for a new Windows OS firmware (for US) from HTC
website or take your phone to the HTC service center.

If you have an internet connection on your smartphone (via wifi or 3g) and android 2.2 you can activate the wifi hotspot and connect your laptop wirelessly through that hotspot. You would find the wifi hotspot on: Settings>wireless networks>wifi hotspot.

Even though this phone was manufactured by HTC (a great manufacturer of Smartphones) this particular phone was made with cost efficient (read: Cheep) components. As such, it has very limited capabilities. One of the limitations this phone has - is that it has no modem. Without a Modem, the phone cannot tether a PC to the Internet.
An alternate way to obtain wireless (cellular) access to the Internet with a PC is to use a USB Air Card. Once you download and install the air card's software to your PC, you simply insert your phone's SIM card into the Air Card and then plug the air card into an available USB port on your PC. Talk to your Cellular service provider about a low cost USB air card. They work quite well.
