Can it be used just as a monitor not recording?

Hello don't used the monitor that's only for a headset try the mix or line in if you need and adaptor to connect your phone, this place has a lot of choices including for digital systems at http://www.tvps.com/Departments/Telephone-Recording/Telephone-Recording-Adapters.aspx

I assume you want to record from tape to computer and monitor the recordings later.
Simple three steps.
1) Connect the tape deck line out ( or labeled PLAY ) to any one of the inputs like Aux / Tuner using an 2RCA connector.
2) Connect Rec out from the SUV' to line input of your PC ( blue socket ) sound card.
3) To monitor your PC sound after recording on to Hard Disc , connect a cable between the PC sound out ( green socket ) and the the SUV Tape monitor IN ( sometimes labeled PLAY ) Now comes the tricky part.When you want to record on to your PC put the source switch on the SUV to where you have connected the Tape deck ( Aux / Tuner ). On the SUV keep the Tape Monitor switch to source ( released position ). After having done the recording to monitor and hear the Hard Disk playback turn on the Tape Monitor switch ( dipress it ). The pressing of the Tape switch on the SUV lets you toggle between the source and recording - In your case Tape deck and PC

It is not clear what your configuration is. The monitor OUTPUTS are monaural. For recording you should be using the MAINS OUTPUTS and those NEED to use the the MAIN1 IF you are using TRS balanced lines, else if you record with unbalanced cables you need to use the MAIN2 outputs...

Monitor outputs are intended for stage monitors and vary ONLY with the monitor controls at each channel and the monitor sliders and do NOT vary with the sliders.

Innovage model hl 168J Blood Pressure Monitor. Problem: after the pressure build up and the meter starts dropping it goes to the Diastolic reading then records error. I notice the drop is very rapid. On other monitors I have used the drop is much slowe

I had a similar problem, but I managed to solve it; however, I'm using different recording software. The iMic simply does not have built-in input monitoring. Chances are, you are getting an input-signal but it is not being monitored. Try to find some kind of input-monitoring in your recording software. I found a toolbar, in my recording software, called "playback state" that has an option for input-monitoring. Search the help file index, within your software, to find something similar. Here's a quote from iMic's quickstart guide that might be of further assistance:

"In order to hear your turntable or microphone, you will need to enable an important preference in your recording software, usually called “Playthrough.” It may also be called Monitor, Passthrough, Cue, Preview, etc. Enabling such a feature tells the software how to route your audio, and is necessary for monitoring even when not recording."

Moreover, once you've solved this, I recommend using the iMic for both input and output, as latency with onboard-sound-output will likely be intolerable for input monitoring.

the program doesnt come with that option only pro does

i am not hearing my music that i wont to record

I always use either one of the Master Output's (you have two, ones a jack the other a phono so use the one you've not got pklugged into your amp), or the monitor output...assuming you're not already using these for instance in a club environment.

Personally I've been using a phono to headphones jack cable from the monitor putput into my laptop (using Soundforge to record), the advantage being you can change the level of the recording volume using the monitor vol, without affecting your Master Volume whilst you're having a mix!
