It sounds like the problem may be in the latency or speed of your
internet connection. I am assuming that you are using a program like
skype to do VoIP operations, which send data packets with sound
information in them over the internet. A slow connection will make it
so that some of the packets don't arrive in time to play the sound
Playing video is probably different because the problem is not one with your computer, but your internet connection. Even if the video is coming off the internet, because the video doesn't have to be real time, a less reliable internet connection is fine, because your computer can make a buffer of the information, which doesn't work for Chat applications, since they must be real-time.
If you are more specific about what you are doing, I can perhaps give a more detailed solution.
