The volume button on a Jitterbug phone adjusts both the call volume (how loud a caller's voice sounds while on a call) as well as the ringer volume. It may be that the call volume is set to max instead of the ringer volume. Make sure when you are adjusting the volume that you are not currently on a call or you will be adjusting the call volume.
If the ringer volume is set to max and still not loud enough, I would recommend trying one of the other ringtones - the Telephone ringtone is one of the louder options.

If the ringout volume is very low, then try not to select a soft, silent or low ringing tone. Try to choose a ringing tone that is loud so that you can hear your phone ringout.
