Is this TV made by Bush, model LCD26TV016HD?
It may ahve bad power supply module, http://www.chsinteractive.co.uk/electrical-components/misc/lcd26tv016hd-pcb-psu-bush-mlt666a.htm

That will be the first place to look, look for blown fuse, bad caps, etc.

hd tv's take longer to come on than regular tv's, blu-ray players take longer to play a disc than dvd's. be patient, the wait is worth it, as long as it does indeed turn on, lol

Flickers off on when turning on tv

Sounds like you have some capacitors that are leaking on your power supply. If so, each time it will take longer and longer for your tv to come on. A local shop should be able to replace them for around 100 bucks.

TV Picture No Longer Comes On

Sounds like one or multiple Reservoir Capacitors in the Power Supply were starting to dry up. You also get problems like this from dry joints in the Power Supply. You need a technician to take a look for certain.
