Click on "start", then control panel, if win 7 click type in the box in the upper right "Keyboard" some keyboard options will open go, look in the list for region and language, pop open "Location" and change the location to where you are, or the language you want. NOTE: this may not help, but the problem is in the computer not the keyboard itself. If this doesnt fix it, you will need to contact the people you bought the computer from and get a replacement.

Thank you for your reply, but it is a Samsung P1000 tablet keypad,
not windows. This is Android. I think it's a problem in the
software. Tried settings, but no help.

Be sure that your keyboard is configured properly. You should be able to check under the "Region and Language" area of control panel if you are in windows and select "Keyboards and Languages." Check that it is set as a US keyboard or that it's set to which keyboard type you are using.

My keyboard is glitchy.

If you don't want to buy a new keyboard, you can open your keyboard and leave it to dry for a couple of days. There's still some moisture in the keyboard that's why this is happening. As soon as all moisture has been removed from the keyboard, it should work fine. But there's no guarantee since the board might have short circuited already.
