Oxygen Sensor Signal Stuck Lean (Bank 1 Sensor 1) - Cor '04
That is bank 1 and should be the heated sensor. Why not remove it and test it. Quite straightforward to do. Put a volt meter on the sensor pins and play a blow lamp at the sensor, it will produce voltage is OK. (About 300mV)

It is not hard to change the sensor, it just screws into a threaded hole. The light will not go out immeditaly, after the sensor is replaced. It needs to go thru a drive cycle. Your best bet is to replace the sensor and get the code cleard by whoever scanned it for the 0031 code.

Check your switches for the VSC, some get bumped on (due to their location) and some get stuck in the "on"position.
