Check that the small jumper is set correctly: MA(ster) or SL(ave) or C(able) S(elect).
Check that the disk-drive is getting electrical power (vibrating? getting warm?)
Check that the data-cable between the disk-drive and the motherboard is connected at both ends.
Check that the BIOS settings for disk-drives are set to 'AUTO' (not 'NONE').
