driver or hardware problem if it is happening when using the web cam and mic then thats a good place to start update the divers for them and see if it takes care of the problem

Have you disassembled the notebook & checked the inverter board & LCD screen for any burnt cables or electronic components?

Is it successfully completing the POST (Power On Self Test) ? No "beep" implies that the POST has failed.
Did it work immediately after you replaced the LCD?
Did you (accidentally) damage the motherboard when you disassembled it, to replace the LCD?
Can you try a diffferent CPU?
