What is the difference between fail-safe defaults and optimized defaults in bios

failsafe defaults are settings that aren't necessarily the best settings for the computer but should work with any operating system, optimized defaults utilize the hardware to it's optimum capability

Can't setting bios

The BIOS information is typically found at or near the top of the POST screen

ALR PC non / PCI = CTRL+ALT+ESC

AMD advanced micro devices=BIOS = DEL

Award BIOS = DEL

Dtk Datatech Enterprises Co. BIOS = ESC

Phoenix BIOS = CTRL+ALT+S

Phoenix BIOS = CTRL+ALT+INS

Restart your computer

during the boot process you will see on the screen to press a certain key usually delete or F2 to enter setup
this will differ depending on which bios you have

Press and hold that key during the boot up process to enter BIOS

I have windows seven installed on a samsung netbook and i installed updates and restarted the computer but when it rebooted it ask for a 16 digit phoenix failsafe code i have no such code can you help me

That was because Failsafe thinks you are trying to modify the computer for illegal reasons...
Usually, FailSafe automatically uninstalls itself at the end of the 30 day trial. Unfortunately, IF you make adjustments to your computer before it is uninstalled, or if it didn't automaticall uninstall itself -
You will have to Register with Phoenix Failsafe, in order to get them to give you an Unlock Code. Hoping you are in the U.K. here is the Phone No. of Phoenix

Whats a phoenix failsafe code

Phoenix FailSafe is a theft-deterrence product and service that provides the ability to protect, track, and manage lost or stolen mobile computing devices and the data on those devices. PC owners can remotely retrieve and erase the content stored on their mobile PCs and remotely disable the device if necessary.

With FailSafe, PC owners can often tell the location of their monitored PCs and they have the ability to "kill" their PCs with an SMS (text message) to protect their digital data subject to the restrictions mentioned above.
