We have recently purchased a Panasonic Convection Microwave (Model No: NN-CS596S) and have had to return one unit to the place of purchase due to being close to catching fire - thick black smoke inside and starting to smoulder when not even in use (lucky we were at home) and the replacement just doesn't seem to be 100% e.g., cooked a meatloaf at 200C for 1.10 hrs and still raw in the middle. Is there any known problems?

The
first thing I would suggest is a hard reset. Unplug the unit for a
minute or so. Then plug it back in, set the clock and try again.
Let us know if the hard reset does not fix it.
If it stops at 16 seconds and is a sensor model, it probably has a defective humidity sensor.
If
it stops after 22 seconds, that means the controller has detected a
problem, usually a problem with the inverter or a bad magnetron.
If you do indeed have a problem, Since
it's less than one year old, it should be fully covered under warranty.
I'd suggest contacting the manufacturer to get it fixed free.
Yes, you are correct. The membrane switch for this model was discontinued. The correct part number for the membrane switch is A630Y5460HAP for model NN 9859.
