Companies that write device-driver software can submit it to Microsoft, to be "certified" that the device-driver will work with Windows XP and/or Vista and/or 7.
So, Windows is reporting that the device-driver from Easy Capture has not been through that process, and thus is not "certified".
It does not mean that the device-driver will not work.
If you know that you obtained the device-driver from Easy Capture, then click "install anyway",
despite the fact that the device-driver has not been submitted for certification.
If you suspect that the device-driver comes from a "suspicious" or an "unofficial" source,
then it could be virus-infected.
