Question about Refrigerators
Most likey it is the water valve stuck in the open position. Or the the control has constant voltage to the control. use a meter and check for consistent volts at the water valve coil without depressing the dispenser. If you do not have voltage then replace the water valve

THe problem may be in the water valve for the water despenser,
you could try disconnecting the 2 wires on top of the water despenser side of the valve and see if that will stop it. IF not the valve may need replaceing, may be leaking thu water vavle when closed
