set both knobs the temperature and the bake broil to the lock mode, set the time such as 3 to 4 hrs I think and hit start. You should then here the oven begin to lock.

I think it's the thermostat.
The thermostat turns the oven on until it reaches a desired temperature, then once the temperature is reached it turns the oven element off thus allowing the dish to slowly heat up. Which in turn gives you a well cooked, middle included, dish.
I would say the thermostat needs to be replaced, it should not cost a whole lot. You may need to get it installed though.
