You should either change the ic......or if the problem persists.....i suggest you to give it in a repair shop....so then only it can be solved......the problem can be in the motherboard also....i am a software engineer and i have experience in it ....thats why i am suggesting you this way....try this....it will 100%

Motherboard will not post no video either if i have the 12v 4pin cpu plug in its socket the pc just starts and stops in a loop


The motherboard is stopping while you connecting the 12V 4pin connector because of VRM short circuit (Voltage Raiser Module, CPU V-Core circulatory). Contact Nearest Gigabyte support center for support.

Its not booting and the Leds VRM and NMI are with amber color


VRM and NMI lights lit usually indicate an issue with CPU #2's VRM which can be replaced. Also check 5 lights on back middle of system. If VRM light is lit here remove CPU 2 and VRM and reboot system. If system boots, this was the issue...

Adding second CPU


Hi

Did you receive a VRM with the the PRC upgrade kit? And have you installed it?

The following items are/should be included in a microprocessor upgrade kit:
• A microprocessor (PRC)
• A heat sink
• Heat-sink retention clip(s)
• A voltage regulator module (VRM),
Your upgrade kit may also include a cooling fan.

If you are adding a secondary microprocessor, examine the VRM to ensure that it is the correct VRM for your system. Install the VRM in the appropriate secondary VRM connector, ensuring that the latches at each end of the connector engage. If you received two VRMs with the upgrade kit, replace the primary VRM already installed in the system with one of the VRMs from the upgrade kit.
Note: The system does not support mismatched VRMs.

Your solution re motherboard


"voltage regulator module" thats have next to core voltage connector it's supply to cpu
cpu need 2 volt 45 amp and our power supply can produce voltage 12 volt 3 amp so motherboard can produce more amp for cpu . 6 mosfet using for this process it's near by cpu

disconnect only core voltage connetor and power on motherboard
if motherboard on so confirm that your vrm circuit is sort

replace vrm circuit mosfet
