You means it asking for subsidy password or subsidy code?
If it yes means,it's Motorola Phone....Motorola asks for subsidy password,So that You can Unlock it from Network Lock and use any GSM Network Sim card in the Phone,You can get the subsidy code from here

You'll have to call the service provider of the phone inorder to get the subsidy unlock code. Usually can get it right away but they will ask questions as to how you got the phone etc.
