Be sure power is supplied to the HDD, if and inter HDD change the cables, if is external check the USB cable and see if you need a complementary power brick or a second USB to power it.

It is possible the usb port is not giving enough power for the device, theres a cable the allows you to connect the device to 2 usb ports to get more juice, maybe that could help.
You can try to use a different usb port of your computer check if it will be detected or try to plugged a different usb device see if it will be detected by the computer.If you have a different computer try to check if it will be detected. If the computer detects a different device it only means that the hard drive that you are connecting to the computer is faulty.
If it shows up in my computer then just double click on it as you would the C drive or dvd or cd it should put the driver in already if it is showing remove safely sometimes it will require a reboot after it is installed
u can try some hit and trial...
1 - keep ur USB HD off and switch on the PC then switch on the power on USB HD
2 - try another USB port
3 - try another USB cable connector
4 - check ur Device manager/usb root hub settings/power setting, uncheck the box that says" alow computer to switch off power....in Power Mgt tab
