It is possible, but normally something else should fail first if the problem was due to heavy loading. If a segment has come out of the commutator, it sounds more like a manufacturing fault, if a wire or the segment is burnt then if could be from running at low speeds and high chuck loading.

How to Use A Commutator Stone

A commutator stone is used to remove carbon build up from the commutator of a motor or alternator, which is created from worn brushes. The commutator is the internal part of the motor or alternator that spins and makes contact with the motor or alternator brush.
BE ADVISED: The dust created from cleaning the commutator is a carbon dust. Use caution when removing dust so as not to inhale.
If servicing the motor or alternator without removing from the unit, be sure to disconnect power from the machine.
To remove the carbon build up from the commutator, first remove the brush from the motor or alternator. Insert the commutator stone into the brushes place in the motor or alternator. Apply slight pressure against the commutator stone and by hand, slowly turn the motor or alternator shaft. As you are turning the shaft of the motor or alternator, the commutator stone cleans away the carbon that has built up on the commutator.
Use a vacuum hose to suck out the dust debris or tip the motor/alternator over and allow the carbon dust to fall out.

Carefully drill a tiny hole in the center of the back plastic part.  Then drill a 1/4 inch hold centered on the first drill hole.  Put a 1/4/ threaded rod through the hole with a locking bolt on each side. But extra threaded bolt with a hacksaw.  Tighten bolts to just touch plastic.  See picture attached for solution.  When drilling hold be careful not to tough the plastic coated wire bundle.

Panasonic troubleshooting

The brushes of model EY7440 from between building year 2007 and 2009 have brushes what hangs split in the lengt. and have no pressure on the commutator of the ancre, if you have a multimeter and push the trigger (with a 14,4 battery connected) then you must have a voltage on the brushes , if there is no voltage on the brushes the switch could be damaged or you are forget to set the little steel springs in the middle on the brushes so set that they are pushing the brushes on the commutator collectors of the ancre ?

How To Clean Commutator Using Commutator Stone
Did you use a commutator stone when installing the new brushes? A commutator stone is used to remove carbon build up from the commutator of a motor or alternator, which is created from worn brushes. The commutator is the internal part of the motor or alternator that spins and makes contact with the motor or alternator brush.

I am also attaching a video on how to install the brushes just for an extra reference.

How can I test whether the charger or battery id faulty. I live in Windhoek,Namibia

You have to check You have to check the battery and charger for voltage with a volt meter. The charger should be putting out at least 14.5 volts and the battery should read 14 volts. There are metal contacks on the battery and on the charger inside the hole where you insert the battery.

Drill press motor hums and barely turns

The motor has either got worn brushes or more likely the windings have been attacked by moisture and gotten the dreaded "green spot" (corrosion).

Worn brushes can be replaced if the commutator is still good. But failed motor windings require a new or reconditioned electric motor.

18v dewalt battery gives off burning smell

18v is one of the newer models, correct? And the drill is new? If so there will be some smell as the motor breaks in. The srmsture is varnished as well as the windind for the commutator. The first few times it get s warm/warm from a heavy load, You will smell it. I would say there is nothing wrong at this point.Do not overload the motor and avoid drilling at low speeds. Use the variable trigger at low speed only for starting a hole. If you are driving screws start the screw, then full trigger driving it in. Good Luck, Ned
