Im not sure about what device you are talking about ..but this always means that the rest are filled with data ..Even if you are talking about a computer ...and you can not see any data ...thy are hidden or ..just in the system and not visible on a shallow search ..
If this is the case with a C partition in a computer ..you should save all data ..and reformat all hdd and assign more space for the C partition cause even with windows xp ..it needs at least 25 G to work proper ..due to updates and other data that usually accumulates in the C partition and you are not even aware of ..and this partition is the active one ..and needs space to work ..so ...make a defragmentation ....dump old files ..and make space ...or ..save important files and reinstall cause its easier..
