This means you have received an email to your Wii console. Turn on the console and go to the mail option in the corner and read the mail. The lights will go away once the email is read.
This usually happens to me when Nintendo send out official mails about updates and such.

Wii console not working correctly

When you connect to the internet wirelessly and Wii Connect24 your Wii will stay connected and recieve messages, updates, etc. That is why the disk area stays blue and the amber light stays on. Sometimes this will create a power failure. Just unplug your Wii from the wall and let it rest for a few minutes and plug it back in. The problem should be solved.

I just put the internet on my wii and now when i turn my wii off the light is yellow, not red, and the area where you put the disc in keeps blinking blue.

This is because you have wiiconnect24 turned on. wiiconnect24 keeps your wii in a standby mode so that you can receive messages when you are not playing the wii. When the disc tray is blinking blue this means you have a new message. If you want to turn wiiconnect24 off go into the wii settings menu then wiiconnect24. If you just want to turn the wii off fully then when you want to turn the wii off hold the power button on the wii down until it turns red.
