First turn off the hot and cold water supply taps. Then to remove the spout you simply unscrew the spout cap counter-clockwise; you should then be able to lift the spout up and off the supply post.

Does it turn off when you push on it, put pressure on it. Make sure the handle is not interfering with the escutcheon. Does the handle keep turning all the way around? You may have not installed the stop or posi-temp gear.

On a Moen Faucet the set screw is behind the little "blue and red plastic tab", remove this tab very carefully with a small flat screwdriver. Then you should be able to see the set screw. make sure to turn of the water supply under the sink first. The set screw will probably be an "allen head" type and you will need an allen head wrench. This is a hex shaped 6-sided tool in a rod shape and is available at your local hardware in a set. Next you will need the model # of your faucet and take this to your local hardware to match with a repare kit. Moen usually has a lifetime warranty and if you have your paperwork just call Moen directly and they will send you a free replacement kit, free shipping too. The kit has installation instructions with it.
take a good look at top of faucet,w/handle assmb,off there is a small brass/cooper colored,horse shoe shape clip that must be removed to remove cartridge.i think that's your after.
