This is usually caused by static cling which can be caused by too low humidity or it can be due to too much humidity where the paper just clings together... in either case, the remedy that usually works is to remove the paper and fan it (both ends) and then put it back into the tray. When paper is not in use, try to keep it sealed in a plastic bag or in a cool, dry, storage area. Paper that has been sitting in unsealed packaging (airtight) for more than a few months can absorb too much moisture and cause this very problem.
