There should be no issue because of payment as Facebook is free to use. However, your account have been de-activated due to inappropriate activity, for your own security, or a number of other reasons.

Go into your account and then the payment method. Check that you card number is correct, but more importantly, check the expiry date of the card they have on file for you.

How to deactivate a Facebook account
How to deactivate your facebook account or block your facebook account.
If you don't wish to use your facebook account for a period of time, you can deactivate it.
You can deactivate your facebook account by logging-in into your facebook (home page).
Then, go to account settings. Scroll down, where you'll see 'Deactivate Account' and press deactivate.

Note: when your account is deactivate, neither your friends nor strangers can access your facebook account/profile/pictures.

If you wish to get off facebook for some time follow these steps:

1. Log in into your facebook.

2. Click on account, then account settings.

3. It will take you to another homepage where you will see:

under settings you will see deactivate account, there you can deactivate your account for some time.

this is a long solution but i think you should try it Tally provides predefined vouchers and also allows the user to define different types of vouchers as per his/her needs. E.g. the user can further classify Payment Vouchers by creating vouchers by the name Bank Payment and Cash Payment Vouchers. The user can also set the voucher numbering as per his needs, which is either automatic numbering or manual numbering or have no numbering at all. Further the user can also assign Prefix and Suffix for voucher numbers and numbering can restart either from beginning of the year or month.
How to create a new Voucher Type?
Select 'Accounts Info' -> select 'Voucher Type' -> select 'create' option -> Now enter the Voucher name, specify the type of voucher, specify the method of numbering, activate or deactivate the other functions as per needs.

My order was rejected at customs

What did the shipment say it was on the customs note? Most non-business deliveries usually have a tick in the "gift" box on the customs note, apparently this is more likely to make it through. Also check for paypal payment protection. There's a 45 day deadline for making a claim, otherwise you could try claiming from your credit card company for non-received goods. It all depends if the item you bought was liable to a duty payment that wasnt accounted for or was in some way illegal, in which case you are not covered at all.

Payment for purchase on Ebay

Just go into your profile and select "Primary" for the card you wish to use. As regards the payment already made I can only suggest you cancel it if not yet collected and issue another once you've made it primary.
