PUK Locks or SIM Locks only come from the company that own the phone, usually the cellular provider when it was new. PUK Locks are also used when a phone is stolen so that the new user who bought it from a guy in a bar can't use it. Contracts are normally 2 years. The PUK lock is from the original company. This issue is NOTHING to do with Motorola. The company that had the phone originally as being difficult so that you can't use it, because they don't like losing your business and the phone they provided to you. They lock with a 128bit RSA encryption key at firmware level, which is the part of the phone that loads the data on the SIM and loads the Operating System. Plan B is to sticlk with Telstra, Plan C is get a new phone from another company.

There is no such thing as a PKU-1 on a blackberry, or any, smartphone.
What I think you mean is PUK. A PUK code is the code that locks/unlocks your sim card. Your phone may lock up your sim card if the wrong security code is entered a number of times, and this results in you needing to phone your carrier and ask for your PUK code, which is provided for free.
Your phone is locked to a mobile phone provider. You need to contact this mobile provider to ask for the unlock code (security code) for your phone. You need to provide proof of ownership etc and the phone's unique IMEI number which is located inside the phone under the battery. They use this number to generate the unlock code for your phone. They should provide you with instructions on how to enter this code into the phone. Once you unlock the phone, then you can insert a new SIM card in the phone.
If you try pin more than few predefined no of times your phone will ask PUK code which can also be given only by your service provider which is specific for each and every mobile number . Donot try PUK code many times or else your sim will be blocked and you will need a new sim. Contact your sim customer care department over phone. Its free of cost to get the pin or puk no. Go to the nearest service outlet of your service provider they can also help you. There is no other go than the above procedure only your service provider can give it nobody else in this world nor any software.
